About Us...

The Maritime Institute opened in 1976 in San Diego, CA and soon became a national leader in providing the most complete, comprehensive and up-to-date USCG approved courses for professional working mariners with an emphasis on safety and environmental awareness.

Maritime Institute is different from traditional maritime colleges and universities, because the student body consists of individuals with an exceptionally wide range of responsibilities. There are private boat owners, law enforcement, active duty and retired military, commercial boat and ship operators from sportfishing, towing and passenger ferries.

Our Staff...

H. G. "Rags" Laragione, President and CEO
Mr. Laragione, known as "Rags" is a retired U. S. Navy and currently holds a U.S. Coast Guard Master's License of 100 Tons; a Mates License of 500 Tons; with Assistance Towing and Auxiliary Sailing endorsements. In addition, he holds an International Yachtmaster's Offshore Instructor's Certificate for both Power and Sail. He was a Master Training Specialist in the U.S. Navy and is a Certified PADI/NAUI Diving Instructor, and FAA Licensed Pilot.

Kathleen Laragione, Assistant Director and CFO

Alexander F. Hickethier, Vice President
of Curriculum Development and Cooperative Degree programs. USN retired Senior Chief Quartermaster, BA Business Administration, and MBA and holds California Community College Teaching Credential.

Captain Kevin Baldwin - Maritime Institute Operations Officer. In charge of instructors and mobile training teams. United States Retired Lieutenant Commander, BS Workforce Education, and Curriculum Development, holds a Master 100GT Near Coastal License.

Matthew K. Gallwas - USN Retired Chief Quartermaster, AS Geographic Information Systems.

Captain Jeff Gunn - USCG Retired Chief Warrant Officer (Bos'n) AA Degree - Environmental Science.

Captain Dan Leininger - Maritime Institute Regional Manager (Northern California). USN Retired Lt. Commander, BS Systems Engineering, Navy Master Training Specialist. Holds a Master 100GT Near Coastal License with Radar, Towing and Sailing endorsements.

Captain James Mullin - USN retired, BA Education, MS Education holds a Master Unlimited and has been Captain of USN Ships and Master of Merchant vessels.

Captain Stuart T. Sheppard - USN Retired Senior Chief Boatswain's Mate, holds a Master 100 GT Near Coastal License.


Maritime Institute's Accreditation

All courses and instructors offered at the Maritime Institute, are approved by the:

  • Department of Homeland Security
  • National Maritime Center,
  • United States Coast Guard
  • All Our courses meet or exceed Title 46 of the United States Code of Federal Regulations

The Instructors are knowledgeable and professional; with backgrounds varying from retired U.S. Coast Guard and U.S. Navy personnel to active Merchant Marine Officers. Maritime Institute courses are recognized by the United States Coast Guard.

As an accredited institution by The Council On Occupational Education. Maritime Institute is approved to offer the first two year associate degree program. The approved program is an Associates of Applied Science in Maritime Transportation.



Maritime Institute is a member of the Commission on International and Trans-Regional Accreditation.

Mobile Training

Our "Mobile Team" of instructors is available to conduct classes at a client's facilities. This can be very cost effective compared to sending several students to one of our locations.

The total cost varies depending on the number of students and the cost of moving instructor and materials to the client's location.
