Chief Franklin L. Gaines, of San Diego passed away May 27 in Chula Vista after a lengthy illness. He was born June 15, 1931, in Hialeah, Florida. “The Chief” retired from the U.S.C.G. after 26 years of active duty. His U.S. Coast Guard experience included, Officer in Charge of the U. S. Coast Guard Cutter Point Stuart and he was assigned to the U. S. Coast Guard Boating Safety Detachment in San Diego.
In 1978 “The Chief” founded Mariner’s License Prep School, which later became Maritime Institute. With his help and direction many of the local fishermen received their USCG Captain’s Licenses. He was well respected and will be remembered by the boating community, both pleasure and commercial. Even after “The Chief” sold the school in 1995 he continued to take an active role in writing new curriculum and teaching. He held a USCG Master of 1600 Gross Tons Near Coastal License.

He was preceded in death by his parents, Norma and Frank Gaines, and his brothers Marvin and Melvin. He is survived by two sons, Paul of Double Oak, TX and Karl of San Diego, a granddaughter Kathryn, a brother Irvin of NC and a sister Juanita Martin of AR.

A memorial service is scheduled for Saturday June17th at Neptune Society from 2 – 4 PM, located at 14065 Hwy 8 Business in El Cajon, CA.
